Solar Wellness Monitoring Methodology

Executive summary

Before this methodology existed, sunrise was confirmed by consensus, which is to say by nobody. This document formalizes the procedure by which the Foundation reviews publicly available solar imagery each morning and renders one of two findings, Present or Pending. The methodology was developed over two years, ratified by the Office of Solar Continuity, and independently reviewed by that Office’s own review function, ensuring full alignment between the reviewers and the reviewed. Each confirmation is logged, initialed, and archived within four hours of sunrise, a service level the Sun has never requested and never once needed. The Pending finding, reserved for overcast conditions, records the Sun as present pending confirmation, a courtesy extended in recognition of 4.6 billion years of reliability. The methodology defines no finding of Absent. The Scientific Council reviewed a draft that did and concluded that some findings should remain undefined.

Key findings

1. Since adoption, the methodology has produced a confirmed appearance rate of 100 percent, and the Foundation has been unable to identify any period before its adoption with a documented rate at all.
2. Agreement between observers is absolute, as every observer who has looked up has reached the same finding, a level of concordance the literature on human observation otherwise declines to report.
3. The overcast contingency protocol was invoked 41 times during the validation year, and in all 41 cases the Sun was subsequently confirmed to have been present the entire time, vindicating the courtesy.
4. The four hour archival window was met in every instance, with a mean confirmation time of 11 minutes, the remainder of the window being held in reserve as a matter of prudence.
5. The Sun has not acknowledged the methodology, responded to its findings, or disputed a single entry in the archive, a review posture the Foundation has resolved to interpret as concurrence.
6. Escalation procedures exist for any future degradation in the appearance rate, beginning with a meeting, and the methodology notes for the record that they have never been needed, which is the record.
