The Five Billion Year Strategic Framework

Executive summary

The scientific literature gives the Sun about five billion years of main sequence hydrogen remaining. For planning purposes the Framework uses 4.8 billion years, an organizational estimate ratified by the Board of Trustees, because stewardship demands a margin and deadlines demand a number. This document converts that number into governance. The Framework organizes the remaining solar era into strategic horizons, assigns each horizon an owner, and requires each owner to report, a structure the Foundation believes has never previously been applied to a star. At 120 pages it is the largest planning instrument in the organization’s history, of which the first page states the mission and the remainder protects it. No comparable institution has planned this far ahead, chiefly because no comparable institution exists. The Framework does not claim that a plan will save the Sun. It claims the Sun will not be lost for lack of one, and that distinction is where duty lives.

Key findings

1. Horizon One, covering the first one million years, is fully resourced with meetings and is expected to conclude on schedule, at which point Horizon One will be formally reviewed by Horizon Two.
2. All 27 strategic initiatives have been mapped to the Framework, and each initiative now knows which portion of the remaining 4.8 billion years it is answerable for.
3. The Framework survived all 14 stakeholder meetings without material amendment, a degree of consensus the Governance Committee describes publicly as unprecedented and privately as worth watching.
4. Succession planning is complete through the tenth generation of trustees, with a placeholder governance model adopted for generations eleven onward pending further review.
5. An annual review cadence has been adopted for the full planning term, committing the Foundation to approximately 4.8 billion reviews, a schedule the Office of the Secretary has accepted with the composure the role demands.
6. The hydrogen depletion rate did not respond to publication of the Framework, an outcome the document itself anticipates on page 4 under the heading Patience.
