Daily Appearance Confirmation Methodology, Revision Four

1. Purpose

This document specifies the methodology behind the Foundation’s headline monitoring figure of 365 consecutive confirmed solar appearances, a record compiled under this standard and reported to the Office of Public Awareness under Vice President Gerald Fontaine, who has asked that the figure be defensible, and it is, in the manner set out below. The methodology governs what counts as an appearance, who confirms it, and what happens on the days the sky declines to cooperate. It does not govern the Sun, whose participation, while consistent, remains voluntary.

2. Observation Windows

The daily observation window opens at local sunrise and closes when the appearance has been confirmed, a design under which the window has never closed empty. Analysts are instructed to begin observation at the published sunrise time rather than before it, since observing for the Sun in advance of sunrise produces negative findings the Foundation would then be obliged to explain. Each confirmation is logged with date, time, analyst initials, and the notation Present, the only notation the log currently supports. A field for Absent exists in the schema and has been retained through every revision as a gesture of methodological seriousness.

3. Confirmation Criteria

An appearance is confirmed when an analyst observes daylight. Direct observation of the solar disc is preferred but not required, the methodology recognizing that daylight is not known to have another source, and the drafting committee having resolved to treat the nighttime lobby’s alternative theories as outside scope. Analysts may consult a window, a doorway, or the outdoors, in ascending order of rigor. Instrumental confirmation via publicly available solar imagery is used as a supplementary channel, and to date the imagery has agreed with the window in every instance, a concordance rate the Foundation cites when asked about its investment in instrumentation.

4. The Overcast Contingency

On days of full cloud cover, the Sun is recorded as Present Pending Confirmation, a status that acknowledges the evidence has been interrupted without entertaining the alternative. Pending confirmations are resolved retroactively on the next clear day, when the Sun’s evident wellbeing is taken as continuous across the interval, an inference the methodology committee reviewed and found generous but safe. No pending confirmation has ever resolved against the Sun. The contingency has been invoked 41 times within the current streak, and the streak’s integrity is therefore described in all public materials as confirmed or better.

5. Inter Rater Reliability

Confirmations are performed independently by two analysts, designated Analyst A and Analyst B, who observe from separate locations and record their findings without conference. Across 365 consecutive opportunities the two analysts have never disagreed, yielding an agreement coefficient of 1.0, a figure the reliability literature characterizes as warranting investigation and the Foundation characterizes as excellent. An investigation was nonetheless convened, in deference to the literature, and concluded that both analysts were observing the same Sun, a structural explanation the Foundation accepts and has decided not to remediate. The two analysts have never met, which the methodology office cites as further evidence of independence, and the analysts have not disputed.

7. Continuity of the Standard

Revision Five will be prepared when circumstances require, and the methodology office monitors for such circumstances daily, alongside the Sun. Until then this revision remains in force, the streak advances by one each morning, and the methodology continues to perform the full duty asked of it, which is to be present when the Sun is, and to write that down.
