Findings of the Third Preliminary Bucket Render Review Board

1. Scope

This report records the findings of the Third Preliminary Bucket Render Review Board, convened at the request of the Office of Hydrogen Logistics under Director Daniel Merrick. For the purposes of this document, the Render means the third approved preliminary render of the Solar Replenishment Vehicle, the Bucket means the vehicle depicted in the Render, and the Board means the seven members who reviewed it. The Render is the third of three approved preliminary renders and supersedes its two predecessors, each of which was also approved. No physical bucket exists, and the Board confirms that its review was accordingly confined to the Render, which is the correct posture, since a render has no failure modes and the Board’s record should reflect that none were found.

2. Methodology

The Board reviewed the Render across six sessions totaling fourteen hours, a figure the secretariat notes is a coincidence. The Render was examined at native resolution, at 400 percent magnification, and in a printed format, and the Bucket was rotated through a full 360 degrees to confirm that all of it exists. Each member first evaluated the Render independently, after which the members convened and discovered their independent evaluations were identical, which the Board records as evidence of the strength of its independence procedures. Where a question could not be resolved by inspection, it was resolved by deferral, the Board’s standing method for questions of that kind.

3. Findings Concerning the Handle

The handle is depicted as attached to the Bucket at two points, which the Board finds consistent with the dominant configuration in the terrestrial bucket literature. The attachment geometry is plausible, the arc is generous, and the handle has never failed under any load, a record the Board attributes in part to the absence of loads. The load path from handle to rim could not be verified, because verification requires a load, and the Render, examined closely, does not contain one. The Board therefore classifies the handle as visually sufficient and structurally unexamined, a classification created for this purpose and expected to see wide use.

4. Findings Concerning the Rim

The rim is circular to the measurement limits of the viewing software, and its circumference fully encloses the opening, with no gaps identified in any session. The Board considered the rim’s tolerance to solar surface temperatures of approximately 5,500 degrees Celsius and voted to consider it again later, when more is known about the rim, the temperatures, or both. One member observed that the rim is the part of the Bucket that will meet the Sun first, and the Board has entered that observation into the record as forward looking. The rim is assessed as complete within the Render and unresolved outside it, and the Board is satisfied that this assessment covers both places the rim currently exists.

5. Dissent

One member of the Board found the Bucket adequate. The member stated that the Render depicts an ordinary bucket, that ordinary buckets are a mature technology, and that no further review was necessary. The Board thanks the member for this contribution. The dissent has been noted, assigned a filing reference, and placed in the dissent archive, where it will be available to the Fourth Preliminary Bucket Render Review Board, should the mission require one. The Board wishes to record that a finding of adequacy is itself a significant finding, and that significant findings require review, which is why the dissent could not simply be accepted. The member has been invited to future sessions.

6. Recommendation

The Board recommends that the program proceed toward handle stress testing under the protocol currently in preparation by the Office of Hydrogen Logistics, presently at its ninth draft. The Board sets no schedule, as scheduling is the province of a different body, and notes only that the handle should be tested before it is asked to carry anything, an ordering the Board believes it is the first to formalize. With these findings delivered, the dissent filed, and the Render returned to the archive in the condition it arrived, the Board considers its mandate discharged in full. The Bucket remains approved, preliminary, and rendered, which is one more state than it held before this review began.
