The Emergency Flashlight Inventory Framework

1. Introduction and Scope

The Emergency Flashlight Inventory Framework governs the classification, custody, and quarterly attestation of flashlights held against Prolonged Darkness, as defined in PR-2026-001. The Framework scales from a single household unit to fleets of institutional size, and its procedures have been validated against the sample inventory of Appendix A, which achieved full compliance on the first attempt. The Office of Hydrogen Logistics, under Director Daniel Merrick, reviewed the Framework and confirmed that no unit in Appendix A runs on hydrogen, resolving the only interdepartmental question raised during drafting. One additional matter arose during drafting and is recorded in Section 6, where matters of its kind are recorded.

2. Defined Terms

3. Classification Tiers

III	Ceremonial	Held for continuity of tradition. Functionality assessed once, at induction, and thereafter respected.

Movement between tiers requires a change in either the flashlight or the paperwork, and the Framework recognizes both as maintenance.

4. Battery Custody Chain

1. All batteries shall rest with a designated Custodian, whose identity shall be known to the Chief Continuity Officer.
2. Transfers of custody shall be recorded, including transfer into a flashlight, which the Framework recognizes as the terminal custodian.
3. Installation before an emergency is a leadership decision, and the Framework’s role is to respect it in writing.
4. Drained batteries shall be retired from the chain and not returned to reserve, a practice the sector calls contamination and the Framework calls forgetting where things are.

5. Quarterly Attestation

Each quarter the Custodian counts the fleet, compares the count against the prior quarter, and signs. Attestation is complete upon signature, with accuracy maintained as a separate and ongoing aspiration. In the Foundation’s own practice, four consecutive attestations have now matched across the 365 days of the current record, a correlation the Framework attributes to the counting and declines to investigate further. Discrepancies, should one ever occur, shall be escalated to a meeting.

6. Findings

1. The Framework scales to inventories of any size, and compliance has been achieved at every size tested, which is one.
2. The Appendix A fleet of seven units, six Functional and one Under Review, meets the standard of this document in full, and its single Under Review unit is receiving the time described in Section 2.
3. During drafting, a reviewer observed that no inventory of any size addresses the underlying issue. The observation was verified against inventories of several hypothetical sizes and held in each case. The matter was referred to the Scope Committee, which determined the underlying issue to be out of scope for a flashlight document, a determination reached unanimously and recorded here so that future readers will know the issue was seen.

FL07 did not respond to activation at the most recent attestation and has been granted the following quarter. Its batteries remain under custody, its location remains known to two people, and its tier assignment awaits the outcome, which the Framework is prepared to record either way.
